DAVAO DE ORO: NORDECO VOTE FATAL TO RUWEL PETER GONZAGA, DOROTHY GONZAGA

Apprehensive that the franchise of the Northern Davao Electric Cooperative (Nordeco) in Davao de Oro would be hijacked by power giant Davao Light and Power Company of the Aboitiz Group as what is about to happen in Davao del Norte, Members-Consumers-Owners (MCOs) of the cooperative in the province are junking the reelection of 2nd District Rep. Ruwel Peter Gonzaga and the gubernatorial bid of his wife, Dorothy Gonzaga.

The plus 100,000-strong MCOs spread around Davao de Oro and Davao del Norte are opposing moves to disenfranchise the 60-year old cooperative.

Davao del Norte First District Rep. Pantaleon Alvarez, chairman of the opposition party Reporma, authored the House bill that would give Davao Light , which already has a franchise covering Davao del Norte’s Second District, the right to operate in the province’s First District.

Alvarez was supported by Governor Edwin Jubahib, Reporma secretary general, who was behind a signature campaign calling to disenfranchise Nordeco.

The reelection of Alvarez, former ally turned foe of President Rodrigo Duterte, is facing an uphill battle against Tristan Aala (HNP); first termer Jubahib’s reelection is contested by veteran politician Board member Roy Catalan.

In Davao de Oro, Gonzaga and his politically neophyte wife, Dorothy, a former associate justice of the Court of Appeals, are running under the banner of the Reporma Party chaired by Alvarez.

The fear overwhelming MCOs in Davao de Oro is that the Gonzagas, if they win in the May 9 polls, could do an Alvarez-and-Jubahib stunt and sell out Nordeco’s Davao de Oro franchise to Davao Light.

This fear has basis: the House bill authored by Alvarez gives a franchise to Davao Light not only over Davao del Norte’s First District but also over Davao de Oro’s municipality of Maco.

In Davao del Norte, Nordeco’s MCOs are coming out in full force to deliver in the May 9 election what they call as the NORDECO VOTE, a resounding “No!” to the reelection bids of Alvarez and Jubahib.

In the May 9 contest in Davao de Oro, Gonzaga’s reelection is up against former Governor Jose Caballero of the Hugpong ng Pagbabago (HNP) of presidential aspirant Davao City Mayor Sara Duterte while Dorothy Gonzaga is contesting the gubernatorial post with comebcking former Governor now senior Board member Arturo “Chiongkee” Uy, also of the HNP.

HOUSES ALLEGEDLY CONSTRUCTED USING RICE HULLS

Davao de Oro 2nd District Rep. Peter Ruwel Gonzaga said low cost housing units built by government for victims in Davao de Oro of Supertyphoon Pablo were defective and constructed using rice hulls.

Go to Maparat and you will find out that rice hulls were used in the construction of the houses, said Gonzaga in a recent interview with an FM radio station based in Tagum City, Davao del Norte.

Maparat is a barangay in Compostela municipality, among areas hit worse by the supertyphoon that devastated the Davao Region in December 2012.

In a news report in 2014 two years after Pablo, the NHA said that in Davao de Oro, it built 2,967 units spread in the towns of New Bataan (Barangays San Roque, 1,214 and Andap, 50), Monkayo (Union, 225 and Lower Ulip, 443), Brgy. New Visayas in Montevista (335), Brgy. Maparat, Compostela (300) and Brgy. Kidawa, Laak (400).

In the aftermath of the disaster that killed hundreds and displaced thousands of families in Davao de Oro, the worst hit province, President Rodrigo Duterte ordered the release of funds for contruction of houses for families who lost their homes in Pablo’s fury.

In the radio program, Gonzaga cited massive corruption in construction of the low-cost housing and accused Davao de Oro Board Member Arturo “Chiongkee” Uy as having benefitted from the alleged anomaly.

But Gonzaga is barking at the wrong tree for blaming Chiongkee, then the sitting governor when Pablo struck, as the houses were constructed by the National Housing Authority (NHA) and not by the Davao de Oro local government.

Chiongkee has dismissed the allegation against him as pure lies and has dared Gonzaga to raise the issue to the NHA, the Commission on Audit (COA) or the court.

While his guns are trained at Chiongkee, Gonzaga’s attack on the government project is apparently ipolitiically-motivated aimed at the administration of President Duterte . Gonzaga is aligned with the opposition party Partido Reporma (Reporma) of former House Speaker Davao del Norte 1st District Rep. Pantaleon Alvarez, former Duterte ally turned critic.

After initially supporting the ticket of Senator Panfilo Lacson for president and SenatorTito Sotto for vice president in the 2022 election, Alvarez and Reporma have shited support to the tandem of Vice President Leni Robredo and Senator Kiko Pangilinan against the UniTeam of former Senator Bongbong Marcos, for president. and for vice president, Davao City Mayor Sara Duterte, daughter of President Duterte.

To backstop her vice presidential bid, the Hugpong ng Pagbabago (HNP), a regional party founded by Mayor Sara, is playing an active role in the Davao de Oro politics and has fielded a full slate headed by incumbent governor Jayvee Tyron Uy, son of Chiongkee, who is sliding down to an unopposed run for vice goernor.

The May 9 election in Davao de Oro is a battle between Inday Sara’s HNP and Alvarez’s Reporma: Gonzaga has fielded his politically neophyte wife, former Court of Appeals associate justice Dorothy Gonzaga (Reporma), for governor against comebacking former governor Chiongkee (HNP).

In the Second District, Gonzaga {Reporma) is gunning for his third and last term against former governor Jose Caballero {HNP); in the First District, Maricar Zamora (HNP), incumbent vice goverrnor and former representative, is up against Reporma’s Monkayo vice mayor Joanna Gentugaya.

DAVAO DE ORO: DOROTHY GONZAGA, ex-CA associate justice, owns 84% of controversial P300M New Barili resort

A Davao de Oro candidate for governor is the majority owner of a controversial resort, according to records of the Securities and Exchange Commission (SEC) made public amidst allegations in commentaries in media that dirty money could have financed the P300 Million New Barili Mountain View Resort in Maco town.

SEC records showed that Dorothy Gonzaga, former associate justice of the Court of Apeals, owns 84 percent of shares of the high end inland resort carved out of ancestral domain land.

Dorothy Gonzaga, running for governor in the May polls under the banner of the opposition Partido Reporma, is the wife of reelectionist Davao de Oro 2nd District Rep. Ruwil Peter Gonzaga.

A sister of the solon, Ruwina Gonzaga has a 2 percent share bringing to 88% the total shares of the Gonzagas in the venture of the Gonzaga majority-owned SEC-registered 3P Wander Corporation.

The New Barili resort is one of many issues levelled against the Gonzagas at the homestretch to the May voting.

The politically neophyte Dorothy (Reporma) is pitted in a one-on-one battle in the race for governor against veteran politician Arturo “Chiongkee” Uy, former governor and currently a sitting member of the Provincial Board,who is running as a candidate of the Hugpong Ng Pagbabago (HNP) of vice presidential aspirant Davao City Mayor Sara Duterte.The reelection of Rep. Gonzaga (PDP/-Laban/Reporma), is contested by former governor Jose Caballero (HNP).

SEC RECORD: GONZAGA FAMILY OWNS CONTROVERSIAL DAVAO DE ORO P300 MILLION NEW BARILI RESORT

The corporation behind the P300 million high-end inland New Barili Mountain View Resort is majority-owned by the family of Davao de Oro 2nd District Rep. Ruwil Peter Gonzaga, records of the Securities and Exchange Commission (SEC) showed.

The corporation is registered as 3P Wander Corporation with Registration No. 2021070019430-03, and doing business under the name of New Barili Heights and Sights, the SEC record showed.

3P Wander Corporation has an authorized capital stock of P5 Million, which has been subscribed and paid for.

The SEC documents showed that members of the family of Rep. Gonzaga, namely his wife, former Court of Appeals associate justice Dorothy Gonzaga and his sister Ruwina Gonzaga, hold 88 percent of the subscribed shares.

The SEC record showed the following stockholders and their subscribed shares:

  1. Dorothy M. Gonzaga – 4,200 shares
  2. Ruwina S. Gonzaga – 200 shares
  3. Herbert S. Bordios – 200 shares
  4. Rosanna Maslog Manantan – 200 shares
  5. Michael C. Salarda – 200 shares

The SEC record puts an end to public and media speculations with demand for transparency, over who are the owners of the multi-million peso resort in Barangay New Barili, Maco town carved out of an ancestral domain land covered by a Certificate of Ancestral Domain Title (CADT) awarded to the Mansaka tribe.

Davao de Oro Governor Jayvee Tyron Uy accused Rep. Ruwel Peter Gonzaga, his wife Dorothy Gonzaga and their propagandist, the fake media group Otso Inidoro , of supporting the New Peoples Army (NPA) propaganda to discredit the government, through the lies they hurl at the local government.

They are like the NPA. They want to destroy the trust and confidence of the people on government through dirty politics and black proppaganda, said Uy on Friday,April 1, in an interview broadcaster Allan Abais.

The interview was also broadcast in the radio program “Bakbak – Isyu Por Isyu”on Tagum City, Davao del Norte-based RPFM 99.9 FM radio.

A tribal chieftain on Tuesday slammed Rep.Ruwel Peter Gonzaga for lack of concern for the Indigenous People (IP) as the Davao de Oro 2nd District congressman is embroiled in a corruption scandal involving a P300M high-end inland resort built on ancestral doman land in New Barili, Maco town.

Wala namo gibati ang pag-amoma niya sa mga IP (We don’t feel his care and concern for the IP),” said Ivy Tamparong, tribal chieftain of New Barili.

In an interview aired Tuesday, March 29, in the program Mr. Simbal hosted by Pastor Alfonso Tabas Jr. om ZRadio 88.5 FM , Tamparong enumerated Gonzaga’s sins against the IPs as:

  1. Failure to first consult with the IPs on the development of the New Barili Mountain View Resort and buy-out of rights over parcels of ancestral domain land awarded to individual IP members.
  2. Shortchanging the IPs with a measly P1 million involving a memorandum agreement allowing Gonzaga rights over about 50 hetares of ancestrl domain.
  3. Reneging on his promise to hire local tribe members in the construction of the resort.

Tamparong told the Nabunturan, Davao de Oro-based FM radio station in the interview posted on Facebook, that Gonzaga bypassed the IPs from the start of the project by negotiating through New Barili barangay captain Omegs instead of the tribal council. Omega is said to have acted as the dealer in the buy-out of the IP members’ land.

Under the Indigenous Peoples Rights Act , ancestral domain land may not be sold but lease or rent and development may be allowed with approval of the tribal council and the National Commission on Indigenous Peoples (NCIP).

We hold the title to the ancestral domain, so Gonzaga should have negotiated with the tribe, said Tamparong.

Tamparong said Gonzaga onlly approached the IP community after buying the rights to the land parcels involving ani nitial of from 30 to 50 hectares and with construction of the resort project already started.

The tribal leader said Gonzaga continues with his buying spree to lure the IP members to part with their land. Earlier reports said that Gonzaga already owns about 200 hectares of ancestral domain in New Barili.

Tamparong said Gonzaga was forced to meet with the IP of New Barili to ink an agreement after she complained about the resort.

At the signing of a memorandum of agreement , Tamparong said the IPs bargained for increase in the P1 million rent but Gonzaga was unmoved on his price. The IPs however squeezed a promise that the resort prioritze the hiring of IP workers .

Tamparong said Gonzaga’s resort has not hired any from the community, and also failed to make true his promise that he would build a Tribal Hall for the community.

“Nahulog sa wala; walay nakarga sa among hangyo (Nothing came out of our request),” said Tamparong.

Tamparong said that although they knew that Gonzaga is the lone owner of the resort, the congressman personally negotiated the memorandum of agareement between the IP community and himself, and a corporation a named 3P Corporation.

During the negotiation, sccording toTamparong, present were Gonzaga’s wife, Dorothy ans some relatives. Dorothy is a former associate justice of the Court of Appeals.
