GRAFT RAPS filed at Ombudsman vs. Morales, other PhilHealth execs

The National Bureau of Investigation (NBI) on Monday filed at the Ombudsman complaints for alleged violation of the Anti-Graft and Corrupt Practices Act against PhilHealth execs.

Slapped with graft raps over their alleged involvement in the anomalous release of funds intended for the COVID-19 pandemic were Ricardo Morales, former chief of the Philippine Health Insurance Corp. (PhilHealth), and several officials and employees of the state health insurer.

Also included in the complaint are incumbent executive vice presidents Arnel De Jesus and Renato Limsiaco, and three officials of Braun Avitum and a dozen other Philhealth employees.

The charges stemmed from the release of P33.8 million under the interim reimbursement mechanism (IRM) funds to B. Braun Avitum Philippines Inc., a dialysis center.

The IRM should only be used for fortuitous events like outbreaks or pandemics, which dialysis centers and other similar institutions do not address, according to the NBI’s complaint.

President Rodrigo Duterte approved a government task force’s recommendation to file criminal and administrative charges against former Philippine Health Insurance Corporation (PhilHealth) president Ricardo Morales and other PhilHealth executives allegedly involved in billion-peso anomalies.

“I’m sorry for them but you have to undergo trial,” Duterte said in a late-night press briefing on Monday, September 14.

The officials include the following:

  • Ricardo Morales, former PhilHealth president and CEO 
  • Jovita Aragona, senior vice president for the information management sector
  • Calixto Gabuya Jr, acting senior manager of the information technology and management department
  • Renato Limsiaco Jr, senior vice president for the fund management sector

The Senate Committee of the Whole has recommended the filing of charges against Health Secretary Francisco Duque III, recently resigned Philippine Health Insurance Corp. (PhilHealth) chief Ricardo Morales, and several top-ranking officials, over the alleged misuse of funds involving P15 Billion of the state-run insurance agency.

After several hearings into allegations of corruption in PhilHealth, Senate President Vicente Sotto III, chair of the Senate Committee of the Whole, reported out the panel’s findings during Tuesday’s plenary session.

The Department of Justice (DOJ), which headed a task force ordered created by President Rodrigo Duterte to investigate the alleged corruption within PhilHealth, will be furnished a copy of the Senate committee’s probe findings.

Separate corruption investigations into the PhilHealth fund mess are also being conducted by the House of Representatives and the Presidential Anti-Corruption Commission.

The Senate is investigating Morales and other top PhilHealth executives over the alleged overpriced IT equipment; questionable release of funds under the corporation’s Interim Reimbursement Mechanism (IRM); and the alleged manipulation of the corporation’s financial records.

The House of Representatives, the Presidential Anti-Corruption Commission, and a task force created by the President and led by the Department of Justice are also conducting separate probes.
