Davao de Oro 2nd District Rep. Peter Ruwel Gonzaga said low cost housing units built by government for victims in Davao de Oro of Supertyphoon Pablo were defective and constructed using rice hulls.

Go to Maparat and you will find out that rice hulls were used in the construction of the houses, said Gonzaga in a recent interview with an FM radio station based in Tagum City, Davao del Norte.

Maparat is a barangay in Compostela municipality, among areas hit worse by the supertyphoon that devastated the Davao Region in December 2012.

In a news report in 2014 two years after Pablo, the NHA said that in Davao de Oro, it built 2,967 units spread in the towns of New Bataan (Barangays San Roque, 1,214 and Andap, 50), Monkayo (Union, 225 and Lower Ulip, 443), Brgy. New Visayas in Montevista (335), Brgy. Maparat, Compostela (300) and Brgy. Kidawa, Laak (400).

In the aftermath of the disaster that killed hundreds and displaced thousands of families in Davao de Oro, the worst hit province, President Rodrigo Duterte ordered the release of funds for contruction of houses for families who lost their homes in Pablo’s fury.

In the radio program, Gonzaga cited massive corruption in construction of the low-cost housing and accused Davao de Oro Board Member Arturo “Chiongkee” Uy as having benefitted from the alleged anomaly.

But Gonzaga is barking at the wrong tree for blaming Chiongkee, then the sitting governor when Pablo struck, as the houses were constructed by the National Housing Authority (NHA) and not by the Davao de Oro local government.

Chiongkee has dismissed the allegation against him as pure lies and has dared Gonzaga to raise the issue to the NHA, the Commission on Audit (COA) or the court.

While his guns are trained at Chiongkee, Gonzaga’s attack on the government project is apparently ipolitiically-motivated aimed at the administration of President Duterte . Gonzaga is aligned with the opposition party Partido Reporma (Reporma) of former House Speaker Davao del Norte 1st District Rep. Pantaleon Alvarez, former Duterte ally turned critic.

After initially supporting the ticket of Senator Panfilo Lacson for president and SenatorTito Sotto for vice president in the 2022 election, Alvarez and Reporma have shited support to the tandem of Vice President Leni Robredo and Senator Kiko Pangilinan against the UniTeam of former Senator Bongbong Marcos, for president. and for vice president, Davao City Mayor Sara Duterte, daughter of President Duterte.

To backstop her vice presidential bid, the Hugpong ng Pagbabago (HNP), a regional party founded by Mayor Sara, is playing an active role in the Davao de Oro politics and has fielded a full slate headed by incumbent governor Jayvee Tyron Uy, son of Chiongkee, who is sliding down to an unopposed run for vice goernor.

The May 9 election in Davao de Oro is a battle between Inday Sara’s HNP and Alvarez’s Reporma: Gonzaga has fielded his politically neophyte wife, former Court of Appeals associate justice Dorothy Gonzaga (Reporma), for governor against comebacking former governor Chiongkee (HNP).

In the Second District, Gonzaga {Reporma) is gunning for his third and last term against former governor Jose Caballero {HNP); in the First District, Maricar Zamora (HNP), incumbent vice goverrnor and former representative, is up against Reporma’s Monkayo vice mayor Joanna Gentugaya.


Davao de Oro Governor Jayvee Tyron Uy accused Rep. Ruwel Peter Gonzaga, his wife Dorothy Gonzaga and their propagandist, the fake media group Otso Inidoro , of supporting the New Peoples Army (NPA) propaganda to discredit the government, through the lies they hurl at the local government.

They are like the NPA. They want to destroy the trust and confidence of the people on government through dirty politics and black proppaganda, said Uy on Friday,April 1, in an interview broadcaster Allan Abais.

The interview was also broadcast in the radio program “Bakbak – Isyu Por Isyu”on Tagum City, Davao del Norte-based RPFM 99.9 FM radio.

About 30% of patients served under the “Zero Billing”policy by public hospitals of the province of Davao de Oro come from othe provinces of the Davao Region and nearby regions.

Under the Universal Health Law, we in the local government units are mandated to serve anybody who wants to be treated, said Davao de Oro Governor Jayvee Tyron Uy. “They are also our constituents.”

About 95 % of patients benefited from “Zero Billing” in Davao de Oro’s four public hospitals, in Maragusan, Montevista, Laac and Pantukan, said Uy in an interview Thursday, March 24, with FM radio ZRadio.

Uy bared the success of his”Zero Billing” program to dispute claims by propagandists of the opposition that his administration has not implemented the program.

Uy said his administration can well respond to free medical and hospitalization services for indigents because it has a fund under its Pagkalinga sa Bayan program.

The program is funded by P260 million this year and P230 million in 2021.

The Kalinga sa Bayan program which was started by the governor in 2019 is a special fund in support of the Malasakit Center, which urges local government units to contribute funds to the “Zero Billing” policy of the national government for indigent patients.

The Kalinga sa Bayan fund pays off excess of hospital and medical bills after indigent patients avail of financial assistance from government funding agencies like the Philippine Health Insurance System (Philhealth) and the Philippine Charity Sweepstakes Office (PCSO).

According to Uy, this year’s “Zero Billing” program is backstopped by about P70 million from President Rodrigo Duterte and substantial amounts from the congressional allocation of First District Rep. Manuel “Way Kurat” Zamora.

Second District Rep. Ruwel Peter Gonzaga , according to Uy, has not contribued even a single cent to the program that would have benefited his constituents, apparently for political reasons.

In the May 9 elections, Gonzaga has fielded a line-up consisting of bets from the opposition Reporma Party against the Walang Iwanan team, led by Uy and his father former governor Arturo “Chiongkee” Uy, which is aligned with the Hugpong ng Pagbabago (HNP) of presidential aspirant Davao City Mayor Sara Duterte.

Gonzaga’s wife, former Court of Appeals associate justice Dorothy Gonzaga, is running against Chiongkee Uy in the governor’s race; Gov. Uy has slid down in the vice governor contest with only a token chalennge from independent candidate Alex Agustin Petalcorin, after the Commission on Elections (Comelec) disqualified Gonzaga’s candidate, former Mt. Diwata barangay captain Franco Tito. Gonzaga’s reelection is contested by former govrernor Joe Caballero of the Walang Iwanan team.

The alleged lack of “Zero Billing” in Davao de Oro under Uy is being severely criticized by a group of black propagandists known as the Otso Inidoro identified with the camp of Gonzaga.

The members of the 8-man group of radio broadcasters, which established themselves as “paid hacks” being in the payroll of Gonzaga political ally Davao del Norte Governor Edwin Jubahib, are not accredited by the Kapisanan ng mga Brodkasters ng Pilipinas (KBP) .

The group, which air their broadcast in several FM radio stations inTagum City in Davao del Norte, has publicly admitted doing propaganda work for Reporma against the HNP candidates in Davao de Oro and Davao del Norte. Among themselves, the group has amassed a total of more than a hundred libel and cyverlbel cases now pending in the court.



Davao de Oro Governor Jayvee Tyron Uy warned to file charges against politicians harassing followers of rivals following reports a municipal mayor has been intimidating supporters of the Hugpong Ng Pagbabago (HNP).

“Remember I am still a sitting governor , ” the mild-mannered governor said in a veiled warning directed at Mawab municipal mayor Ruperto Gonzaga.

“Try me,” said the governor in an interview with FM radio station ZRadio onThursday, March 24.

Gov. Uy is running for vice governor in the May 9 elections under the banner of the HNP , the regional party of presidential aspirant Davao City Mayor Sara Duterte.

Remember I am also the chairman of the Provincial Peace and Order Council , said the governor hinting that he has a mandated authority to maintain peace and order in the province.

Gov. Uy dished out the warning against Mayor Gonzaga following alleged harassment by the followers of the Mawab mayor against HNP supporters.

He did not give details but added that he has created a monitoring team to investigate and prevent similar incidents involving politicians like Mayor Gonzaga.

The Mawab mayor is seeking reelection inder the banner of the opposition Reporma Party . His brother, Davao de Oro 2nd District Rep. Ruwel Peter Gonzaga, although Davao de Oro chair of a faction of the ruling PDP-Laban, has aligned with the Reporma and has fielded a hybrid PDP-Laban/Reporma slate for the coming election.

The congressman has fielded his wife, neophyte politician former Court of Appeals associate justice Dorothy Gonzaga against comebacking former governor senior Provincial Board member Arturo “Chiongkee” Uy, Gov. Uy’s father.

Mayor Duterte, who us running under the flag of the UniTeam with standard bearer former senator Bongbong Marcos, has endorsed the Walang Iwanan Team led by the Uys.



The mystery over ownership of a P300M high-end inland resort built on 200 hectares of ancestral doman land in Davao de Oro has ended.

Davao de Oro Representative Ruwel Peter Gonzaga has come forward to admit he and his wife, former justice of the Court of Appeals Dorothy Gonzaga, owned the property in Maco town.

The public admission of Gonzaga in an interview last week with a Tagum City-based FM radio station, comes amid public and media speculations, fueled by the election fever in the May 9 polls, of possible corruption of those involved in the project.

The New Barili Mountain View Resort in Barili in a mountain area in Maco municipality has stirred controversy following reports that leaders of the indigenous people (IP) in Davao de Oro questioned a Memorandum of Agreement (MoA) over a 25-year lease agreement for P1-million, between a group of tribal leaders and Gonzaga that awarded to the congressman 200 hectares carved out of the Certificate ofAncestral Domain Title (CADT) of the IPs.

Several landowners also complained that they were barred from using an access road leading to their property by representatives of a congressman who is said to be the owner of the resort.

In wake of Gonzaga’s admission, the inquisitive public and local media in Davao del Norte and Davao de Oro have raised questions over compliance of the Barili resort with requirements from the Departmentof Environment and Natural Resources (DENR) such as the Environmental Compliance Certificate (ECC) and Environmental impact Study (EIS) and business and building permits.

The Barili resort consists of several expensive buildings and a large landscaped surroundings. A concrete public road newly constructed by the Department of Public Worls and Highways (DPWH) leads to the hinterland resort.

Also gaining interest is, due to its huge cost, the Barili resort’s potentials as a corruption issue against the Gonzaga couple, as it rose from the ground only during the congressman’s first term.

Gonzaga is seeking reelection in Davao de Oro’s Second District against former governor Jose Caballero.

Dorothy was appointed in 2018 by President Rodrigo Duterte as justice of the the Court of Appeals but resigned from her post to join politics as a candidate under the opposition party Reporma chaired by Duterte critic former House Speaker Davao del Norte First District Rep. Pantaleon Alvarez.

Neophyte aspirant Dorothy has been lured to an uphill battle by her husband against veteran politician former governor Arturo “Chiongkee” Uy in the race for governor. The post is currently held by his son, incumbent Jayvee Tyron Uy who has slid down to run for vice governor.

The Uys have assembled a power-packed slate that includes, aside from Caballero, incumbent vice governor and former Rep. Maricar Zamora in the First District race against Monkayo vice mayor Joanna Gentugaya.
Her father, congressman Manuel “Way Kurat” Zamora is challenging the reelection of Monkayo mayor Ramil Gentugaya, husband of Joanna Gentugaya.

The Uy-led “Walang Iwawan” team is running under the banner of the Hugpong Ng Pagbabago (HNP) of Davao City Mayor Sara Duterte, who is running for vice president under the UniTeam in tandem with former senator Bongbong Marcos for president.

Gonzaga’s bench is a hybrid line-up from both the ruling Partido Demokratiko-Laban (PDP-Laban) and the opposition Reporma..

While Gonzaga is the chairman in the Davao Region of the PDP-Laban which is chaired by President Duterte, he is honeymooning with the political opposition with his wife Dorothy running under the banner of the Reporma party which isfielding the tandem of Senator Panfilo Lacson for president and Senator Tito Sotto for vice president against the Bongbong-Sara Uniteam.
Reliable sources said that due to his political treachery, the PDP-Laban was expected to expel Gonzaga from the ruling party.
