The Municipal Government of Santo Tomas is aware of the social media posts peddled by Facebook trolls and the critics of the Evangelista administration that make various claims about the procurement of heavy equipment of the Santo Tomas LGU.
An UNSIGNED PURCHASE ORDER of heavy equipment from the Municipal Engineer’s Office (MEO) is making rounds on social media and was used by fake news peddlers to advance their political campaign at the expense of maligning and discrediting the Evangelista administration. READ MORE
SANTO TOMAS, Davao del Norte —The Commission on Audit (COA) confirmed that the Municipal Government of Santo Tomas under the administration of Mayor Ernesto “Tatay Erning” Evangelista completed its documents for the year 2020 with 21 fully implemented audit recommendations.
The COA likewise certified that the documents submitted by the Evangelista administration were in accord with audit standards, and no major irregularities were flagged.
Thelma Pulma, State Auditor IV and Commission on Audit 11 Supervising Auditor and Josephine Yap, State Auditor III and COA’s Audit Team Leader assigned for the Santo Tomas LGU presented the agency’s findings during the Santo Tomas LGU -COA Exit Conference held last February 22, 2022 in Davao City.
An exit conference is the meeting at the end of an audit engagement where the auditors and client, in this case, the Santo Tomas LGU, meet to discuss the findings of the audit and the rightful recommendations based on the official report.
Of the 21 audit recommendations, the Evangelista administration has fully implemented the said Audit Recommendations.
COA gave a rating of 94 percent, owing to the fact that there were two (2) partially implemented projects from 2019. These projects were “crossover” projects from the previous administration.
COA is tasked to “examine, audit and settle all accounts” of expenditures or uses of funds owned by the government and its subdivisions.
The Evangelista administration also welcomed the observations and recommendations the state auditors noted in its report to improve the Santo Tomas LGU’s financial processes.
Worthy to note that it is only under the Evangelista administration that cash collections of the Santo Tomas LGU were recorded, and deposited daily in a government depository bank.
This is one of the reforms implemented by the Evangelista administration to combat the gross malpractices and corruption that thrived in the Santo Tomas LGU which were left unchecked by the previous administrations

Mayor Ernesto Evangelista is assured of reelection in the May 9 polls due to his strong political will, vision and leadership, his greatest legacy that marked the successful implementation of his administration’s various programs, projects, and services.

Evangelista’s ride to an easy win is beefed up by strong constituents’ support and the inspiration and support of President Rodrigo Duterte and daughter Davao City Mayor Sara Duterte.
Prior to the filing of Certificate of Candidacy for the May election, Mayor Sara advised that her regional party Hugpong ng Pagbabago (HNP) should not field a candidate against Mayor Evangelista (Reporma).
The advise apparently is rooted on Mayor Sara’s long-time friendship with Santo Tomas municipal administrator Atty. Elisa Evangelista-Lapina, daughter of Mayor Evangelista.
Before taking the Santo Tomas administrator’s post, Elisa worked with Mayor Sara’s legal office at the Davao City Hall.
She was also appointed as Action Officer of PEACE 911, an anti-insurgency project of Mayor Sara that freed Davao City’s mountain district of Paquibato from the long years of control and influence by the New People’s Army (NPA).
Mayor Sara’s order was dismissed by Rep. Alan Dujali. the HNP lead man in the 2nd District, who fielded a candidate against Mayor Evangelista .
The Evangelista reelection bid however is unruffled by the weak challenge of the neophyte riival fielded by Dujali despite Mayor Sara’s advise.
President Rodrigo Duterte wished that Santo Tomas Mayor Ernesto “Tatay Erning” Evangelista would be successful in his future endeavour as he thanked Evangelista’s support to his administration.
Mayor Evangelista is assured of reelection in the coming May 9 election due to the successful implementation of his administration’s various programs, projects, and services in the municipality of Santo Tomas, Davao del Norte .
“To Mayor Ernesto Evangelista of Santo Tomas, Davao del Norte, thank you very much for the support you have given to me and my administration. I am confident that you’d find success in your future endeavors. Good luck and daghang salamat!,” Duterte said in a recorded video message.
Duterte is a key political ally of Evangelista.
Evangelista implemented major political reforms in the Santo Tomas LGU and the municipality in general where programs on anti-illegal drugs, anti-corruption, anti-insurgency, and anti-criminality are intensified —the major pillars of the Duterte administration.
Mayor, Evangelista’s strong political will is his greatest legacy that has led to the successful implementation of his administration’s various programs, projects, and services in the municipality.

Multiple charges stemming from alleged malversation of public funds, gross incompetence, and corrupt practices as defined under Republic Act 3019 otherwise known as the Anti-Graft and Corrupt Practices Act were filed against Municipal Treasurer Martha Flor De Ramos before the Office of the Ombudsman-Mindanao last July 2, 2021.
The filing of the case against De Ramos was the culmination of more than one year of an in-depth investigation into the financial transactions, book of accounts, and audit reports of the coffer of the Municipal Government of Santo Tomas under De Ramos’ watch.
