COMVAL Gov. Uy on insurgency: Building peace not building wars
Compostela Valley Governor Jayvee Tyron Uy said dialog and communication with communist rebels is the key to licking the communist insurgency.
Uy, who supports localized peace talks with the communist rebels, said this as provincial government units in the Davao region attested how undergoing a paradigm shift have helped them to effectively implement the “Whole-of-Nation Approach” in addressing the communist insurgency in their respective areas.
Uy’s province in Southern Mindanao is among areas in the country with the most number of fronts of the New People’s Army (NPA), the armed wing of the Communist Party of the Philippines (CPP).
“We shifted our priorities from building wars to building peace. Our main strategy involves addressing the drivers and triggers of conflict, establishing a culture of dialogue and open communication in enhancing social cohesion, and building trust [with] the people,” said Uy during a meeting with representatives from the United Nations Development Programme (UNDP) at the Office of the Presidential Adviser on the Peace Process in this city on Wednesday (July 31).
IP leaders retell CPP-NPA ‘deceptions’

President Rodrigo Duterte earlier signed Executive Order No. 70 which institutionalizes the Whole-of-Nation Approach wherein all agencies of government will work together in an integrated and cohesive manner in order to bring much needed services to remote, underdeveloped, conflict-affected across the country.
Under the approach, local government units and members of the community will take the lead in providing solutions to finally put an end to the decades-long communist rebellion in the country. Among these strategies are localized peace engagements wherein LGUs will be at the forefront.
“We see them [rebels] as victims — a victim of ideology. That’s why we need to convince them to go back to the government and instill [in them an] idealism for a better country,” Uy said.
United Nations Regional Coordinator Ola Almgren thanked the provincial leaders for sharing their localized initiatives in line with the Whole-of-Nation approach.
“Thank you for discussing these [localized programs] to us and helping us understand how we can be of assistance to you,” Almgren said.
Over the years, the United Nations and its various agencies have been supporting the Philippine peace process through different programs and mechanisms.
These interventions include the agency’s support to peace-building and Normalization through the UNDP; the Peace Building and Education Support for Children in Conflict Affected Mindanao Project by the United Nations Children’s Fund; and support to the National Action Plan on Women, Peace, and Security through UN Women.
For his part, Presidential Peace Adviser Carlito Galvez Jr. reaffirmed the national government’s unwavering commitment to bring sustainable development and long-lasting peace in Mindanao.
“If Mindanao gains peace, the whole Philippines will become peaceful. If Mindanao will progress, the whole Philippines will progress,” Galvez said.

Mayor Inday Sara: HNP endorses SAP Bong Go for senator in 2019 polls

The Hugpong ng Pagbabago (HNP) will endorse political candidates who share the regional party’s vision of bringing progress to the Davao region and the country in general.
This was according to HNP founding chairperson and Davao City Mayor Sara Duterte-Carpio, who rallied the support of HNP for the senatorial bid of Special Assistant to the President (SAP) Christopher Lawrence “Bong” Go, Senator JV Ejercito, former Philippine National Police (PNP) chief Ronald dela Rosa, and Ilocos Norte Governor Imee Marcos during the mass oath-taking for the party’s new members in Pantukan, Compostela Valley province on Thursday.
Mayor Sara said HNP believes that Go, Marcos, and Ejercito can help the party achieve its vision for the region.
The decision to endorse candidates, Duterte-Carpio said, was already discussed with other HNP stalwarts – Governors Anthony del Rosario of Davao del Norte, Claude Bautista of Davao Occidental, Jayvee Tyron Uy of Compostela Valley, and Nelson Dayanghirang of Davao Oriental. The biggest consideration, she added, is on the candidate’s commitment to contribute to the development of the region.
For his part, Go said that while he appreciated the mayor’s endorsement, he dismissed speculations he would be gunning a seat in the Senate. Marcos and Ejercito, on the other hand, were thankful for HNP’s support to their planned senate bid.
HNP has earlier endorsed the senatorial bid of Maguindanao 2nd District Rep. Zajid Mangudadato and Senator Cynthia Villar.
On Thursday, HNP accepted about 2,500 barangay and municipal official officials from 11 Compostela Valley municipalities.
Governor Uy, who organized the mass oath-taking, said that nearly 3,000 barangay and municipal officials attended the event held at the Pantukan Gym.
Duterte-Carpio thanked the Compostela Valley officials for their commitment and support to the HNP. She said HNP should speak in one voice for the good of the Davao region, which is being positioned by the party as a development hub in the country. (PNA)
ComVal to host International Day vs. Drug Abuse
Compostela Valley will be hosting this year’s observance of “International Day Against Drug Abuse and Illicit Trafficking” in Nabunturan town on June 26.
During the Friday’s Kapehan sa PIA, Governor Jayvee Tyron Uy said the province was chosen by the Dangerous Drugs Board (DDB) as the venue of the said event, as a showcase of the anti-illegal drugs campaign dubbed as “Oplan Liwanag.”
“This activity aims to raise awareness that our country joins the call all over the world that against illegal drugs and illicit human trafficking because these unfortunate a things are still happening,” Uy said.
Uy said the event will be joined by national officials led by Special Assistant to the President (SAP) Secretary Christopher Lawrence “Bong” Go. Also expected to attend DDB chair Catalino Cuy, Interior and Local Government Secretary Eduardo Año and Philippine National Police (PNP) Director General Oscar Albayalde.
Tuesday’s event will kick-off with a fun run and the awarding of pre-commemoration events such as poster making contest and song writing contest for the drug surrenderers as well as students, the governor said.
This year’s theme is “Listen First – Listening to the children and youth is the first step to help them grow healthy and safe.”
“Our target here is to inform the young people on the negative effects of illegal drugs because they are prone victims of this,” he said.

COMVAL’S GOV. TYRON UY BACKS PEACE TALKS WITH COMMUNIST REBELS
Compostela Valley Gov. Jayvee Tyron L. Uy, the concurrent Chair of the Regional Peace and Order Council XI, welcomed the possible resumption of peace talks with the Communist Party of the Philippines and its armed wing, the New People’s Army.
His statement came after President Duterte’s pronouncement that he instructed the Sec. Jesus Dureza, the Presidential Adviser on the Peace Process, to lay the grounds for the possible re-opening of the peace negotiations.
Gov. Uy, in his official statement, expressed his support to this move by the President.
