Leoncio Pitao alias Parago, commander of the NPA’s Pulang Bagani Command (PBC 1) SMRC and one unidentified female rebel were killed in an encounter at Purok 9, Brgy Pañalum, Paquibato District, Davao City around 2:30 this afternoon. Combined elements of 10ID’s Task Force Minion formed several months ago to capture one of the country’s most notorious NPA leader caught up with Parago’s group triggering a twenty-minute firefight. Ombudsman orders filing of raps vs Duterte, 11 other Davao execs

MANILA, Philippines – The Office of the Ombudsman has ordered the filing of a graft case against Davao City Mayor Rodrigo Duterte and 11 other city officials before the Sandiganbayan. The charges stemmed from the alleged illegal use of the Special Education Fund (SEF) amounting to P11.5 million. The complaint alleged Duterte and the city officials used the funds to pay for food and appliances as giveaways as part of a so-called “Pahalipay ni Mayor” program in December 2006. Speaker Prospero Nograles lost to Vice Mayor Sara Duterte in the May mayoral race despite spending more in the mayoral contest where he was beaten with more than 200,000 votes. Nograles, according to the Commission on Elections (Comelec), was the top spender in the elections followed by his Team Nograles running mate Benjamin de Guzman. `           Comelec records of statement of expenditures and contributions showed that Nograles spent P2.7 million from personal money and campaign contributions, nearly double the expenditures of mayor-elect Duterte, who spent only P1.3 million.
