This 2 (2.3 km) tunnel project will be the first long distance mountain tunnel in the country and is designed by Japanese experts to have better seismic resiliency. The tunnel is part of contract package 1-1 which is covering a 10.7 kilometer of 4-lane highway.

The entire bypass road (45.5 km) will mitigate congestions in Davao City with the travel time between Brgy. Sirawan in Toril District Davao City and Brgy. J.P. Laurel in Panabo City of 1 hour and 44 minutes via Pan-Philippine Highway Diversion Road to be reduced into 49 minutes via Davao City Bypass.

Davao City Bypass Construction Project is funded by the Japanese Official Development Assistance under the Special Terms for Economic Partnership (STEP) Loan from Japan International Cooperation Agency under Loan Agreement Nos. PH-P261 and PH-P273.
