Even as an investigation by the Senate and a Palace-ordered special task force is ongoing,  the Office of the Ombudsman has suspended 16 officials of the Philippine Health Insurance Corporation (PhilHealth), for corruption involving a reported P15-B fund of the state insurance agency.

Ordered suspended by Ombudsman Samuel Martires for six months without pay are: 

  • Roy Ferrer
  • Celestina Ma Jude dela Serna
  • Ruben John Basa
  • Dennis Mas
  • Shirley Domingo
  • Rodolfo Del Rosario
  • Raul Dominic Badilla
  • Israel Pargas
  • Angelito Grande
  • Lawrence Mijares
  • Leila Tuazon

Martires also meted only suspension for 6 months on:

  • Roy Ferrer
  • Ruben John Basa
  • Clementine Bautista
  • Angelito Grande
  • Eugenio Donatos II

The highest officials suspended are Dennis Mas, Senior Vice President (SVP) for Management Services Sector; Israel Pargas, SVP for health finance and policy sector; Shirley Domingo, Vice President for Corporate Affairs Group and Rodolfo Del Rosario, legal sector chief.


The probe on corruption in PhilHealth stemmed from an expose by resigned anti-fraud officer Thorrsson Montes Keith over alleged overpricing  in purchase by PhilHealth of information technology equipment and misappropriation of the multi-million-peso Interim Reimbursement Mechanism (IRM) funds intended for the government’s battle against Covid-19 which were illegally diverted to several hospitals without Covid-19 patients.

Ironically, the Ombudsman suspension did not include President and CEO Ricardo Morales. At a Senate hearing on Tuesday whistle blower Keith told senators that Morales is a “coddler” of the “mafia” behind the corruption in  PhilHealth,
