Panabo gets nearly P700 million investment in 2018


Governor Anthony del Rosario vowed to hasten the full industrialization of Panabo City as Capitol’s investment generation efforts earned for the Davao del Norte city a total investment of nearly P700 million last year.

The huge investment volume in Panabo City alone is a slap to the face of critics of the del Rosario administration claiming that investors are shying away from Davao del Norte for lack of a comprehensive zoning plan.


Panabo City will be our second industrialized city after Tagum City, said del Rosario in a radio interview Monday, March 11 in the “IKAW NA BA?” segment of the Banat radio program of brodcaster Jun Bersamin of ABS/CBN’s DXAB radio.
Tagum, the capital city of the province, is emerging as one of Southern Mindanao’s fastest growing cities. Davao del Norte’s third city, the tourist island, Island Garden City of Samal (Igacos), is being promoted by the Department of Tourism (DoT) as one of the country’s major tourist destinations.
“IKAW NA BA?” interviews candidates in the Davao Region running in the coming May 13 mid-term election.
Del Rosario is running for First District Congressman under the banner of the Hugpong Ng Pagbabago (HNP), the Davao regional political party of presidential daughter Davao City Mayor Sara Duterte-Zimmerman.
The incumbent governor is challenging the reelection of Rep. Pantaleon Alvarez of the Alvarez Wing, a local faction of the ruling Partido Demokratiko Pilipino/Lakas ng Bayan (PDP/Laban).


Alvarez is facing a steep hill in his bid to return to Congress, with Mayor Duterte-Carpio vowing to campaign against the reelection of the former Speaker of the House of Representatives.
Alvarez faces the coming election still limping from the painful wounds of his ouster in a July 23 coup in the House that led to him being replaced by former President now Pampanga Rep. Gloria Macapagal-Arroyo.

Even as Alvarez is a party mate being the ruling party’s secretary general, President Rodrigo Duterte, who chairs PDP/Laban, has already expressed support for del Rosario and the rest of the HNP bets. President Duterte is confident that Davao del Norte is on its way up with del Rosario playing key role in its march forward.

Davao del Norte, under the command of Governor Antonio Rafael del Rosario, will continue to become one of the fastest-growing provinces in Mindanao, said the President.

“With its vast resources and strong, resilient, and vibrant people, the province will be able to achieve greater development at par with the rest of the nation,” the President said in his speech during the 50th founding anniversary celebration of Davao del Norte.


Alvarez and his rag-tag bench under the Alvarez Wing are facing a powerhouse political machinery led by the tandem of del Rosario and cousin  Second District Rep. Antonio Floirendo Jr. Running for Governor under the HNP is the governor’s older brother Rodney del Rosario who is up against virtual unknown former bus conductor Edwin Jubahib of the Alvarez Wing. Re-electionist Floirendo is facing a token rival, his former political protegee Vice Governor Alan Dujali of the Alvarez Wing.   

Once elected to Congress, del Rosario vowed to seek national funds for the faster industrialization of Panabo City, which shares boundary with Davao City south of the province and is now home to various major industries, including international-standard port facilities.
Panabo City is the take-off point for export Cavendish bananas, Davao del Norte’s major export industry, shipped to the world market.

Panabo City got a total of P700 million in investment last year, said Ma. Lourdes Lim, director of the National Economic Development Authority in Region 11 (NEDA-11).
Lim said Panabo City took a large share of the total investments in the Davao Region, with the PHP365.1 million expansion project of the Good Shepherd Hospital and the PHP325.9 million poultry production facility of Syntek Agri-Bio Corporation.
Davao Region bagged a total of PHP17.2 billion investments in 2018, with the Davao City Water Bulk Project of the Apo Agua Infrastructura Inc. in Marilog District in Davao City as the single biggest project, according to the Board of Investments (BOI).
In Bersamin’s program, del Rosario said the investment generation campaign of the province would be backed up by massive construction of farm-to-market roads in the First District and Second District in support of local agriculture.
Davao del Norte’s infrastructure building program would make it ready for business and economic opportunities that would come with completion of the Tagum City-Davao City-Digos City component of the Mindanao Railway System, said the governor.
In the Second District, Floirendo  is hauling in large infrastructure funds from the national coffers for the development of Igacos, Davao del Norte’s third city in the middle of th Davao Gulf, as a major tourist destination.
Last year, Floirendo caused release of funds for 9 multi-million-peso road construction and rehabilitation projects 9 multi-million-peso road construction and rehabilitation projects  by the Department of Public Works and Highways (DPWH) leading to various tourism sites of the tourist island.
The funds came after the ouster as Speaker of Alvarez, who is accused of deleting congressional development funds for the Second District following a spat with Floirendo
