Former House Speaker Prospero Nograles has endorsed the presidential candidacy of Davao City Mayor Rodrigo Duterte, his bitter rival, said a report in Edge Davao.

p7 (1)This came after his son, incumbent First District Rep. Karlo Alexei Nograles, said he was supporting Duterte’s bid for the presidency, the report said.

Why not? Rep. Nograles said when asked by the paper why he is supporting Duterte for President in 2016.

He is from Davao. He is from Mindanao. It will be pride and joy for us Dabawenyos to see a President from Davao City, Rep. Nograles said.

Duterte said he was not running for president, but results of recent surveys by the Social Weather Stations and Pulse Asia had him among the top three pick for presidential preference.

In the surveys, Duterte landed behind  front-runner Vice President Jejomar Binay and Senator Grace Poe who was at second.

The elder Nograles  said he is backing his son’s statement of support to Duterte.

Karlo talks for our family now. He speaks for us when it comes to politics, the former House Speaker told Edge Davao.

Asked if he will bury the hatchet with Duterte for the sake of Mindanao, the ex-Speaker said “there is no hatchet to bury.”

Politics is never personal but is about issues, beliefs, programs and purpose. Davao must be united against others. Rivalry is purely local, he said.

The former Speaker calls the First District  his bailiwick and was undefeated in the congressional races.

He reached the peak of his political career as House Speaker from 2008 to 2010 under the Arroyo administration.

But he was a three -time loser in the mayoral races in Davao City.

      His first loss was to Duterte in the 1992 election.

He suffered his second defeat in the hands of Duterte-backed Benjamin de Gizman in 1998.

He was the sitting House Speaker when he was meted his third debacle in 2010 by Duterte daughter Sara Duterte who won with a vote margin of more than 220,000 votes.

Apparently there would be no fourth attempt by a Nograles to capture City Hall.

Rep. Nograles told Edge Davao that he is not running for mayor in 2016.

The young Nograles, who won the First District congressional races in 2010 and 2013, said he plans to run for a  third term.

 Karlo backs Federalism

First District Representative Karlo Nograles is supporting Mayor Rodrigo Duterte’s advocacy to shift to a federal form of government, said the Davao City-based daily Edge Davao in a report.

Since late last year, Duterte has been going around the country to advocate a shift to a federal form of government from the current presidential.

      His Listening Tour on Federalisn, a series of speaking engagements and forums, has already been to key cities in Mindanao, Luzon and the Visayas.

Duterte said federalism is the cure the country’s woes and could resolve the communist and Moro insurgencies and provides for equal distribution of national wealth to federated local government units.

Karlo said as a Mindanaoan, he is supporting advocacies pushing a federal form of government.

He sees the Bangsamoro Basic Law (BBL) as a test case leading to federalism.

The BBL which would establish a new Bangsamoro juridical entity in Moro-dominated areas of Mindanao will replace the Autonomous Region in Muslim Mindanao (ARMM).

The BBL is an offshoot of the peace agreement between the Philippine government and the Moro Islamic Liberation Front (MILF).

Karlo said the structure of the BBL is akin to a federal form of government.
